Representative John Curtis has introduced the Combatting China’s Pilfering of Intellectual Property (CCP IP) Act, aiming to address the issue of Chinese intellectual property theft. Curtis emphasized the need to pressure the Chinese Communist Party to halt their strategy of stealing American IP, stating, "I have heard from numerous constituents that saw their IP stolen by China, frequently resulting in copycat products being sold on sites like Temu."

FBI Agent Fitzgibbons shed light on the Chinese Communist Party's approach, stating, “They [the Chinese Communist Party] have a motto of rob, replicate and replace. They want to steal our trade secrets when it comes to our economy. With our corporations, they want to replicate and eventually replace us in the global marketplace.”

The bill proposes imposing penalties on entities involved in IP theft, including financial sanctions and visa bans on Chinese government officials and entities. The aim is to pressure China to take concrete actions against IP theft, as highlighted by the visa bans that would target various high-ranking Chinese officials and their family members.

The GOP China Task Force report, on which Congressman John Curtis served, outlined the detrimental effects of CCP's actions on U.S. businesses. It highlighted how the CCP aims to disrupt the U.S. economy by exploiting IP systems and seeking technological dominance through theft and espionage. The report also noted that a significant portion of IP-related seizures in the U.S. originated from China.
